BuildNotifier, update alerts for Paper and Velocity

BuildNotifier is a lightweight utility plugin for a Java Edition Minecraft server running Paper or a Velocity proxy. It checks for available Paper or Velocity builds whenever the server or proxy starts, helping administrators keep their network software under review without interrupting gameplay or changing files automatically.

When an update is detected, the result appears in the console, while operators and players with buildnotifier.message receive a notice when they join.
