When no players are online, it deliberately slows or freezes server activity, reducing CPU use to around one percent in suitable small, home hosted setups. This helps save electricity and leaves more processing power for other applications.
The server returns to normal activity when a player joins, although the first connection may occasionally require another attempt. Administrators can also toggle hibernation with a command when background tasks must continue.
