BookRules, a convenient rule book for your Minecraft server

BookRules is a Bukkit plugin that gives players a written guide containing your server’s rules, so they can consult them whenever needed instead of searching through chat. Administrators can prepare several books and have players receive any title they have not yet obtained when they join.

The plugin also offers commands to give a selected book to another player or remove its signature, with books selectable by title or number.
