NCPStaticBar, passive NoCheatPlus mode

NCPStaticBar is a Nukkit plugin for Minecraft Bedrock servers that adds a static operating mode to NoCheatPlus. Instead of checking every player continuously, NoCheatPlus remains passive and activates its checks only after another player reports suspicious behavior. This approach can make moderation feel more targeted while avoiding constant intervention during normal gameplay.

The plugin focuses on providing the required API and depends on NoCheatPlus. It does not include its own reporting interface, so NCPPanel is needed when you want an integrated report system.
