Ultimate Mob Heads

Ultimate Mob Heads is a Bukkit and Spigot plugin that turns combat into a collectible hunt for a Minecraft server. When a player kills a mob, or another player, the victim can drop a custom head, with configurable probabilities and optional bonuses from Looting.

It includes textured heads for nearly every mob, including many variants such as colored sheep, cats, parrots, horses, and villagers. Fish heads can also be obtained through fishing. BoxToPlay lets you add this decorative progression easily, while settings control names, textures, broadcasts, charged creeper drops, permissions, and custom advancements.
