ForceResourcePack

ForceResourcePack is a legacy Minecraft server plugin that requires players to use a designated resource pack when they join. Designed for Minecraft 1.8 through 1.11, it can apply packs across several worlds, or select different packs for different world experiences.

Its configuration supports custom messages, multiple pack entries, join and quit handling, reload commands, direct pack sending, and a bypass permission for trusted players. When a player refuses the pack, the plugin can remove them from the server, helping preserve a consistent visual style and gameplay presentation.
