ResourcePackManager is a Minecraft server plugin that discovers resource packs provided by compatible plugins, combines them into one package, and distributes the result to players. A configurable priority order determines which files win when packs overlap, helping custom models, textures, interfaces, and other assets work together more reliably.

It can host the merged pack through its built in HTTP server, with optional rerouting for external hosting setups.
